Crying 3-year old leads to arrest of drunk dad (Kingsport, Tennessee)

The childcare arrangements aren't clear in the slightest.

Did the parents live together? Was Dad babysitting while Mom was away?

Or did the parents not live together? If so, is this a custodial father? A "sharing" arrangment that was court-ordered? Voluntary? What?

Dad is identified as RAYMOND O. MENYA.

KPD: Crying child leads to intoxicated father's arrest

KINGSPORT — A three-year-old’s cries outside a Kingsport apartment complex at 4 a.m., upset because she couldn’t wake her father, have led to charges of child abuse and neglect.

An affidavit filed in Kingsport court says the man was located in a car with two empty bottles of alcohol — and he asked officers who roused him why they were “in his house.”

At 4:10 a.m. Thursday, Kingsport police responded to Cloud Apartments, 1220 Reedy Place, in reference to a screaming girl. Court records say that outside of apartment 100 officers located a Saturn with a man “slumped in the driver’s seat.”

The suspect was later identified as Raymond O. Menya, 23, of the residence. Police say two empty bottles of alcohol were observed in the car, with Menya believing he was inside his apartment.

Menya was allegedly unsteady on his feet and emitted a strong odor of alcohol. He was arrested and charged with public intoxication and child abuse and neglect of the girl, his 3-year-old daughter.

Child Protective Services were called to the scene, with police later learning the girl had been left in the care of Menya. At the time of the early morning incident, police attempted to locate her mother but were unsuccessful.
