Typical wrist slap. Why wasn't UNNAMED DAD banned from the company of minors after the 1996 conviction?

A father who repeatedly sexually molested his daughter has been jailed for four years.

The abuse came to light after an anonymous phone call was made to the NSPCC two weeks ago. .

Social workers visited the family home in the Braunstone area of Leicester and confirmed the abuse was taking place.

The father, in his late 40s, was immediately arrested and made a full confession, Leicester Crown Court was told yesterday .

He pleaded guilty to five counts of sexually assaulting his natural daughter, between the ages of 11 and 14.

Sentencing, Judge Michael Pert QC said: "You've admitted a catalogue of offences against your daughter. "The one place in the world in which a young girl is entitled to feel safe is her home.

"The one person in the world she's to regard as the guardian of her safety, is her father. "You've betrayed her trust, as a father, and rendered every room in her home, not as a place of safety, but as a place of abuse – and you did it for four years.

"You can have no idea what effect it's going to have on your daughter, for many years to come.

"I know, from sitting here and dealing with the cases that I do, the potential is always there for long-term damage to be caused to a young child by the destruction of the boundaries you've carried out in this case."

The judge imposed a sexual offences prevention order, banning the man from living in the same house of a child under 18, without social services approval.

The order also forbids unsupervised contact with any female under 16, without permission.

He will have to enlist on a sex offender's register when he is released.

The defendant, who is not being named to protect the victim's identity, has a 1996 conviction for indecently assaulting a nine-year-old girl, who was a friend of his daughter.

Neil Bannister, prosecuting, said the abuse of his daughter involved repeated sexual touching in various rooms of the house, including the lounge, kitchen and bedrooms, between August 2009 and July this year.

The bathroom had no lock and he would pull back the shower curtain to view her naked body.

If she tried to cover herself up, he told her: "It's okay, I've seen it all before."

While abusing her, he would say: "It's only for a minute, I love you."

He also told her not to tell anyone as "the family will be broken up and I'll get into trouble".

In July, the girl told her mother, who confronted her husband which resulted in his confession.

David Charman, mitigating, said: "He's very sorry and regrets anything detrimental towards his daughter as a result of what he's done."
