Pottstown father charged with child abuse

POTTSTOWN — A borough man has waived all charges of simple assault, endangering the welfare of a child and harassment for allegedly repeatedly abusing his 6-year-old son, sending the case to Montgomery County Court.

Pottstown police arrested Shasean Kellman, 29, of 173 S. Roland St., in February, charging him with two counts of two counts of simple assault, endangering the welfare of a child and harassment after an investigation showed he allegedly abused his son on several different occasions.

According to a criminal complaint, the Montgomery County Office of Children and Youth began investigating Kellman Feb. 7 after discovering he allegedly struck his son.

A Children and Youth caseworker spoke with Kellman, who allegedly admitted to striking his son with a belt. A "safety plan" was established, which had Kellman refrain from physically disciplining his son, police said.

The following day, a Children and Youth caseworker learned Kellman allegedly instructed the victim not to speak to her or "he would get into trouble again." The victim said his father allegedly punched him in the lower back after discovering his son told officials about the alleged abuse, police said.

A Children and Youth supervisor contacted Kellman that day, saying he needed to take the victim to his pediatrician because the school nurse observed "swelling on the right side of his lower back over the kidney area," which "required medical attention," police said.

After the visit with the doctor, Kellman told officials the pediatrician had "no concerns" for the victim's back, police said.

On Feb. 9, Children and Youth contacted the pediatrician, who said the victim was seen for a stomach ache, not his back.

Children and Youth officials contacted Kellman, saying the victim needed to receive treatment to ensure he did not have kidney damage. Kellman allegedly refused, then agreed, but denied to tell officials where he was taking his son to be treated, police said.

Officials located Kellman, the victim and his sister at Pottstown Memorial Medical Center, taking both children into protective care, police said.

During an interview with Children and Youth, the victim described how his father would allegedly give him "beatings" with a belt or a fist, police said.

The victim's sister confirmed her brother's statements to officials, saying when they got into trouble, they would receive a "beating."

On the day the victim was allegedly punched in the back, she told officials she heard banging on the floor and her brother gasping for air, then saying, "Yes, daddy," and "Ouch it hurts," while Kellman was allegedly told his son, "You better stop telling everyone what happens in this house." Kellman also allegedly said, "If you tell anyone else what happens in this house one more time, you're going to get it worse," police said.

She allegedly suffered from similar abuse, with her father hitting her legs, stomach, chest and arms, police said.

Kellman was released last Thursday on $20,000 unsecured bail, and faces an 9:30 a.m. April 20 formal arraignment at county court.
