MONTREAL - A mental-health review board says it released a child killer ex-doctor from a psychiatric hospital despite the fact that he still poses "a significant risk to public safety."
Guy Turcotte fatally stabbed his young son Olivier, 5, and daughter Anne-Sophie, 3, amid a crumbling marriage in February 2009.
In a verdict that sparked outrage across Canada, a jury found him not criminally responsible for the killings.
He spent 18 months in a Montreal mental hospital before being released last December.
The review board did not initially reveal why it freed Turcotte. But in a statement on Wednesday, the board said it balanced the danger to the public with the "fair and proper treatment of offenders with mental problems.
"Public safety does not require that the accused be kept in hospital," said the review board.
"Care required by his condition can be provided elsewhere."
The board did acknowledge, however, that Turcotte's ex wife might need protection.
Isabelle Gaston, also a doctor, has become a victim's-rights advocate and says she feels threatened by the killer.
The mental-health review board's decision to release Turcotte was controversial given the brutality of crime and the tender age of the children.
Turcotte's trial heard that he stabbed his children 46 times and that the son begged for his life before his father plunged a knife into his stomach.
But the jury bought his claim that he was depressed and suicidal and he blacked out when he mutilated his children.
