You got to wonder. Why wasn't molester daddy LINCOLN MORENO locked up years ago? Why are these perverts allowed to walk around freely and continue to sexually abuse children? Texas is a state that practically executes people for peeing on the sidewalk. And yet they're curiously permissive when it comes to sexually abusive fathers. Interesting, huh?

HOUSTON -- The daughter of a man arrested in a restaurant restroom, where he was accused of spying on a 4-year-old girl, is coming forward claiming her father has a history of molesting children.

Over the last 30 years, Lincoln Moreno has been convicted of indecency with a child, sexual abuse of a child and he’s been caught in women’s restrooms nearly 20 times, investigators said.

“My kids always ask me about my dad and I have nothing to tell them,” said Moreno’s daughter, who did not want to be identified.

Police arrested Moreno two weeks ago after a southwest Houston mother said he watched as she and her daughter used the restroom at the Café Express in Meyerland.

Moreno’s daughter, who is now 36, says memories of her father bring her to tears.

“I remember him making me touch him,” she said. “I don’t want anybody to go through what I had to go through, I would hate for that to happen,” she said.

Moreno’s daughter’s case has already been adjudicated, but there are other relatives that are just now coming forward.

Moreno’s niece, Lovely Monay, told 11 News he abused her 19 years ago.

“I was a little girl, a little small baby with this big huge man on me,” said Monay.

Prosecutors are investigating her claims. They can’t comment on the allegations, but they did talk to 11 News about what they call delayed outcry.

“Well, the first thing you have to look at is the statute of limitations, when the abuse occurred, and you have to evaluate it,” said Harris County prosecutor Denise Oncken.

Oncken said when it comes to Monay’s claims, there’s no case. Monay is 31 years old and she needed to come forward by the age of 28.

However, Monay said she has spoken with other relatives, who are under the age of 28, who also claim they were abused.

Still, it’s difficult to investigate crimes that date back so many years.

“You don’t have a crime scene, you can’t recover evidence from the crime scene when they were sexually abused, and so it’s very difficult,” said Oncken.

Right now, Moreno is facing a charge of criminal trespass.

If he’s found guilty he could face up to six months in jail.

Moreno’s attorney did not want to comment on the allegations.

He told us that he has requested his client undergo a mental-health evaluation.

Moreno is set to appear in court later this month.
