Child welfare officials investigated reports 5-month-old Natalie Emami Day was living in a house without utilities and hadn’t seen a doctor in the months before her Feb. 5 death, according to reports released Tuesday by the state Commission on Children and Youth.
Natalie died of severe brain injuries. Her father is accused of shaking her to death in Oklahoma City. Jason Scott Day, 25, remains in the Oklahoma County jail, awaiting trial on a first-degree murder charge.
State Department of Human Services officials received two reports before the girl was rushed to the hospital Feb. 3, the commission’s report states.
One caller reported in October that the 7-week-old girl was living without utilities in a home where drugs were being abused, the report states. A second report indicated Natalie had not seen a doctor or received any immunizations since her birth.
After Natalie was hospitalized in February, DHS urged Oklahoma County prosecutors to terminate Ramona Emami’s parental rights, according to the report. Natalie died the next day.
The commission also looked into the near-death of Dalton Harger of Enid, who authorities allege was shaken by his father.
Dalton was taken to an Enid hospital in January after suffering seizures, the commission reported. He was taken to an Oklahoma City hospital after being diagnosed with brain bleeding and a possible skull fracture.
His father, Shawn Harger, 36, was charged Jan. 22 with child abuse.
The Harger family was the subject of two earlier calls to DHS, the report states. Both occurred before Dalton was born.
DHS recommended services for the family.
