How did dad DWIGHT SLAY get custody of this little girl, and who gave it to him?

What happened to this child's mother?

Who at CPS and in the police department was responsible for basically allowing Daddy and his gal pal kill this poor child?

Stockton father, girlfriend arrested for toddler's death

STOCKTON - A Stockton man and his girlfriend are now in custody for the death of his 2-year-old daughter.

Police arrested 27-year-old Dwight Slay and 30-year-old Latima Coleman for felony child abuse resulting in a death Thursday.

Toddler Tafarie was found dead Sunday afternoon at her home in the 1600 block of East 11th street.

Many of the couple's neighbors called police and child protective services multiple times because they suspected the toddler was being abused by her father and his girlfriend. They said the authorities didn't do anything about the reports.

"It's just very heartbreaking that police was called several times by myself, my neighbors," neighbor Kim Douglas said.

"A 2 year old died over there," neighbor Carol Pearson said. "That makes me angry. That makes me really angry. I'm upset about that. But, I'm feeling right now that we're beginning to get the girl some justice."

Many neighbors said the child looked emaciated and extremely small for her age. They also believe she was being kept locked inside.

Stockton police and Child Protective Services are not commenting on this case because of an ongoing investigation.
