Dad arrested for abusing 4- and 6-year-old sons (Paulden, Arizona)
Dad is identified as JACCOB BILLITER. Was there a mother in this home? It sure doesn't sound like it. As for hanging a child upside down and whipping him, wouldn't this be considered torture?

PAULDEN, AZ (CBS5) - A Paulden man was arrested on two counts of child abuse after his two boys, ages 4 and 6, were found with head injuries and welts, authorities said.
Yavapai County Sheriff's Office said Jaccob Billiter, 34, abused and injured both of his sons. Billiter hung his 6-year-old upside down and whipped him with a hose after he drank from their irrigation system, said YCSO spokesman Dwight D'Evelyn. Deputies reportedly found welts on his back from punishment. The head injury was apparently caused when the boy was dropped head first on the ground, D'Evelyn said.
The younger boy also had visible injury to his forehead, D'Evelyn said.
Neighbors told deputies Billiter ran from the scene when deputies arrived, but Billiter was later arrested and booked into the Camp Verde Detention Center.
YCSO said Billiter was charged with two counts of child abuse, aggravated assault, disorderly conduct and neglect or abuse to a minor.
The children were transported to the hospital for treatment and remain in protective custody.
