Portland police accuse father of physically abusing his 8-month-old daughter

A 29-year-old Portland father is in custody, accused of physically abusing his 8-month-old daughter and delaying her emergency medical care.

Portland police arrested Juan Ruiz-Piza Thursday night.

He's accused of second-degree assault and two counts of first-degree criminal treatment.

Authorities said Ruiz-Piza and his wife brought their daughter to a local hospital on Jan. 20, saying she'd been lethargic and was vomiting.

A physician who treated the infant found she suffered a serious head injury and noticed bruising on the girl's legs and ear. 

The physician alerted Portland police.

The doctor told police it appeared the infant had been violently shaken, which caused bleeding on the surface of her brain, according to a probable cause affidavit filed in Multnomah County Circuit Court Friday.

In an initial interview with police, Ruiz-Piza said he found the baby suffering after he had returned home after spending the weekend away.

Two days later, he admitted to police that he had gotten frustrated by the girl's crying, and picked her up with a really strong grip and shook her, the affidavit says.

The infant's breathing immediately became very shallow. Her dad told police he thought she might die so he tried to revive her by putting water on her face, and blowing on her face.

He did not take the girl to the hospital for several hours, "because he hoped she would just return to normal," the affidavit says.

Ruiz-Piza is being held at the Multnomah County Detention Center on total bail of $260,000. A federal immigration hold has also been placed on him.
