Two arrests in child abuse probe

STOCKTON - A man and a woman were arrested Tuesday in south Stockton after a child-abuse investigation also turned up evidence of prostitution, authorities said.
The investigation began when an emergency room nurse contacted the San Joaquin County Sheriff's Office on Monday to report a severe case of child abuse involving a 10-year-old boy, officials said. On Tuesday, detectives from the Sheriff's Office learned the victim's 8-year-old brother had also been abused, authorities said.
Investigators served a search warrant in the 2800 block of South El Dorado Street, where they uncovered evidence of pimping and prostitution, said Deputy Les Garcia, a spokesman for the Sheriff's Office.
John Baxter, 31, the father of the two boys, was arrested on suspicion of child abuse, child endangerment, pimping and pandering, and conspiracy, authorities said. Ashley Johnson, 25, who is not related to the child-abuse victims, was arrested on suspicion of pimping and pandering and conspiracy, officials said.

LEXINGTON, KY (WLEX) - A man is in jail accused of human trafficking after court documents allege he tried to sell his 14-year-old daughter to a friend.
Zeferino Ponce-Nava, 36, is being held in the Woodford County Detention Center charged with Human Trafficking as well as being a fugitive.
According to federal court documents, Versailles Police got information about Ponce-Nava, a foreign born national who attempted to sell his 14-year-old daughter to a male friend. Versailles Police then contacted federal authorities earlier this week.
Ponce-Nava could not provide any ID or documentation that he was a legal citizen.
According to court documents, on July 27 Ponce-Nava contacted Rufino Vazquez to negotiate the sale of his teenage daughter for $2,900.
Vazquez said the initial price he wanted was $7,000. Vazquez was left alone with the girl in her family's apartment, which police believe was time for him to engage her sexually before deciding whether or not to 'buy' her.
The girl was seen crying and fleeing from the apartment while being forcibly grabbed from behind by Vazquez who groped her. He is now charged with sexual abuse.
Nancy Riddle, a neighbor, noticed the girl as she fled and talked to her. "She says my daddy's trying to sell me to these guys as a sex slave," Riddle recalled. "I said no hunny nothing like that's going to go on here." Riddle said she believes God put her in the right place at the right time
Vazquez was also arrested on an outstanding warrant for domestic violence assault involving a different victim. He told investigators money did not change hands and the deal was not closed.

A paedophile has been jailed for sexual offending against his infant son.
The 27-year-old South Canterbury man was sentenced in the Oamaru District Court this afternoon to eight years and 10 months' jail by Judge Joanna Maze for offending that will have a profound effect on his child.
The man sat motionless in the dock as he was sentenced on a raft of pornography charges, including two of sexual violation and indecent assault, and selling the use of his then 13-month-old son for sexual gratification for $500.
A minimum non-parole period of five years was imposed.
He was granted permanent name suppression to protect the identity of his victim.
The charges also included eight of doing an indecent act, 15 of making, possessing and distributing objectionable material, and breaching a restraining order.
The child is in the care of his mother.
Judge Maze said the offender had offered pictures and videos of him exploiting his child in trade for photos of sexual offending against young girls.
Police found 815 objectionable images on his computer and 84 videos.
The man admitted his offending to police when questioned last July and later went back to the police and thanked them for saving his life.
The offender tried to take his own life before the charges were laid.
He said he could not identify any triggers that had led to the offending against his child.
"You were the one person that he was entitled to think would protect him,'' Judge Maze said. ''How does a 13-month-old child protect himself? He can't. He can't even make a complaint.
"The harm to the victim is difficult to quantify. The big difficulty will be keeping your part in his life from him as he grows up. There will be distress when he discovers the truth.''
He had traded his son like a commodity, she said.
"It is degrading and cruel. You created a trading commodity so you could get pornographic film back,'' she said.
Crown prosecutor Andrew McRae said the offending included recording by video and photographing his sexual offending against his son and using the internet to distribute the material.
The offender was given a three-strike warning.
He was caught in a bust of a North Island paedophile sting involving Aaron John Ellmers at the start of the year after New Zealand police infiltrated an international "spider web" of child abusers.
Ellmers offered $500 for sexual gratification with the man's son and had flown across the country to abuse the boy, but was arrested before he had the chance.
Police said the case showed parents needed to be aware of the dangers their children faced online.
Detective Sergeant Dan Keno said working on the Ellmers case had been challenging but also rewarding.
"It has been personally rewarding for me to work on a case where a key outcome is that a young child now has a positive future in a safe environment,'' he said.
''I chose to investigate these crimes because I find it personally rewarding to put paedophiles in jail.
"It is a difficult job and it does take a personal toll.
''The role demands that you get close to people so they can trust you. ''You've really got to care about the victims to do your job well."

The distraught mother of a missing girl kidnapped three years ago wept yesterday as she told of fears she may have been sold on the black market in a child trafficking racket.
Former charity worker Gemma Wilkinson, 32, from Ashton-under-Lyne, Greater Manchester, has not seen little Atiya Wilkinson since her third birthday in 2009 when she was snatched by her father in a spiteful act of revenge during a planned day trip to the seaside.
Former insurance salesman Razwan Ali Anjum, 28, who was livid at being spurned by Gemma, jetted off to his native Pakistan with Atiya before contacting her mother saying: 'You’ll never see your daughter again.'
Despite a global inquiry spanning three countries, the youngster has not been heard of since and now it is feared she may have been sold by her father to another family living in Pakistan or Iran.
Anjum returned to the UK less than a fortnight after he flew out and is now serving a fourth consecutive jail term for contempt after defiantly refusing to reveal Atiya’s whereabouts - dismissing Gemma as 'only a birth mother'.
Today on what would be Atiya’s six birthday Miss Wilkinson sobbed as she pleaded for information about what happened to her daughter.
'I pray she’s okay but we don’t have any proof that she’s okay and no proof she is even still alive,' she said. 'It’s been discussed that she could have been sold, but I don’t want to believe it.
'As far as I’m aware she hasn’t been with any family member so I can only assume she’s with strangers.
'To know that she’s safe, to know that she’s being looked after, to know where she is. A child doesn’t disappear, doesn’t evaporate. A child is put somewhere and people know - and that information needs to be talked about.'
Gemma met Anjum in 2003 while they were on the same college course at Oldham Business Management School and Atiya was born on November 7, 2006.
But Gemma ended her on/off relationship with Anjum in 2008 due to him being possessive and controlling and he swore revenge on her.
During an access visit on the youngster’s birthday he said he was taking Atiya to Southport but instead, he took her to Lahore where he claimed she was staying for a week with relatives.
Atiya was supposed to share a flight with her grandmother on November 16, but the grandmother came back alone. Anjum himself returned to the UK on November 20 without his daughter and he was subsequently arrested.
He claimed he handed Atiya to a mystery man called Khan and taken to Iran but an address for the shady Mr Fixit proved to be false.
Gemma said: 'It’s been an absolute nightmare. When I close my eyes I see Atiya. I say good night to her every night before bed.
'I just want Atiya back home but her father’s just not prepared to back down - he’s not prepared to work with the police. He’s enjoying playing his controlling mind games.
'It’s just sick.'
She added: 'We haven’t celebrated her birthday since she went missing but I’ve bought her presents each year - they are waiting for her to open when she comes home.
'On the day she went missing she was due to spend some time with Razwan. She was picked up by her uncle and taken to go see him. She was due to come back the next day and spend some time with her family opening presents.
'I had no reason to believe that she was at any risk. There had been a standard routine, there hadn’t been any problems with the arrangements. I really don’t know where she is.
'It looks as though she’s still in Pakistan. Razwan is refusing to say where she is, who she’s with and he won’t say anything other than she’s in Iran yet originally she was in Pakistan.
'He won’t give the actual location of where she is. He’s doing this because he has control over me. He had sent abusive text messages after our relationship ended and the last control he would have had over me was to hurt me through Aitya - he knows she’s everything to me.
'I think he would be boasting about what he’s doing in prison, to make himself feel good about the control he has over us. I would do anything to get her back. I just want to know where she is, how she is,' she added.
'We’ve been trying to arrange meetings with his family but they don’t want to communicate with me.
'The police have tried to ask them for information, but they aren’t willing to cooperate. I don’t know any of his family over in Pakistan.
'I think someone in the community around the family knows something. I’m hoping the information that is known could be given so we know Aitya is safe, we know she is alive and that she’s at least settled.
'It shouldn’t be a game of control. I will be thinking about her on Tuesday, thinking about what she’s doing and who she’s with. She has a loving, doting family waiting for her. He shouldn’t be able to play games with children’s lives. We just want her home.' Police have launched a fresh appeal for information about Atiya's whereabouts.
Ajum, who has a son from a previous relationship, has been the subject of several civil court actions ordering him to disclose where Atiya is but he supplied false information.
He was initially jailed in June 2010 for a maximum two years at the Family Division of the High Court but has subsequently been given three more jail terms the latest imposed in March this year.
One judge said it was the most 'cynical and cruel' form of abduction he had dealt with in his 30 year career.
Det Con Emma Constantine of Greater Manchester Police said: 'As far as we know, Razwan has had no contact with Aitya himself.
'He’s never received any letters or photographs of Aitya. So there’s no way that he knows how she is.
'We’ve been to see him a few times. He maintains the facade she’s in Iran, but there’s no evidence to support that so we’re very sceptical.
'It’s only him that holds the information.'
Supt Phil Owen said: 'We’re working with a range of international agencies in order to find out who may be harbouring her but it presents its challenges and problems and hopefully this is now the time to tug at heart strings and generate information from the public.
'We haven’t got any evidence to know she’s even alive. This is the only way he can exert control.
'He’s manipulative, he puts himself first. He will convince himself that she’s looked after and cared for but he doesn’t know that.'

CINCINNATI (AP) — An adoptive father who pleaded guilty to raping three young boys in his care in one county faces trial in another on related charges.
The man had been charged with 31 counts of felony rape in western Ohio's Miami County, where he had been caring for the three boys and a girl in his home. Authorities have said that the 40-year-old man had adopted all of the children except for one of the boys, whom he was in the process of adopting.
The Associated Press isn't naming the man to protect the identities of the children, whose ages range from 9 to 12.
Miami County prosecutors agreed to drop 25 counts and recommend a sentence of 60 years to life in prison in return for the adoptive father's guilty plea Thursday to six counts of rape. The man could have faced life in prison without the possibility for parole.
Attorney Nick Gounaris, representing the adoptive father, said Friday that one of the main considerations for his client taking the plea agreement was that "it will keep his children from having to testify in court against him."
Prosecutor Gary Nasal said that "first and foremost in our minds is the health, safety and wellbeing — both physical and psychological — of the children."
He said another factor leading to the agreement was that the adoptive father agreed to testify in the trial of Jason Zwick, who is accused of raping one of the three boys who was in the adoptive father's care.
The trial for Zwick, 30, of Beaver Creek, had been scheduled for next week but has been continued to a later date to be set by the judge. The adoptive father still faces seven related charges of rape of a child under 13 and complicity to rape in nearby Montgomery County. Gounaris declined to comment on whether any plea agreement was under consideration there.
Montgomery County prosecutor's spokesman Greg Flannagan in Dayton said that the most current information he had was that the adoptive father was still scheduled for a Dec. 10 trial.
Zwick and Patrick Rieder, 32, of Dayton, also were arrested earlier this year on rape charges related to what authorities say was the prostitution of a boy under the age of 13 in meetings arranged by the adoptive father.
Rieder was indicted on four counts of rape of a child under 13 after authorities said the adoptive father took the boy to Rieder's home and both men engaged in sexual conduct with him.
Rieder was indicted last week in Montgomery County on child pornography charges that include more than 40 counts of pandering sexually oriented material involving a minor.
Attorneys for Zwick and Rieder did not immediately return calls for comment Friday.

That generic reporters are ignorant is bad enough. But this is a site that presumably caters to moms. And STILL the story is messed up entirely and treated as comic relief.
It's not funny in the slightest.
Read this carefully. Dad WILLIAM THOMAS apparently had CUSTODY of his two youngest kids (He had four altogether, with three different women.) We finally hear it mentioned--strictly in passing--that the non-custodial mother of the youngest child "appears to have left the family to move back to Japan for some reason." Appears?? You mean, you don't know for sure? And moved that far away "for some reason"? You mean, you don't know why? Lazy, lazy reporting.
Let's see. Dad runs four brothels and it appears that Mom is Japanese. It doesn't even occur to anybody that she may have been the victim of sex trafficking? Or violence? Daddy was already in arrears on child support, apparently for the older kids. He certainly had the motivation to strip this mother of her child and have her deported. Or fleeing back to her own country for her own personal safety. Really, nobody thinks a pimp is capable of such acts? That his "line of work" is merely embarrassing?
Apparently the Japanese woman is not the mother of the other child that lives with Daddy. We don't bother to find out anything about her. Another mom who just up and left the country "for some reason"?
And it doesn't even occur to anybody that these children are at high risk of sexual abuse and being trafficked themselves?

A Brooklyn father was arrested for running four brothels in New York City this month. Four, count 'em, four brothels. I know we like entrepreneurs in this country, but wow ... William Thomas lived a quiet life with his two youngest kids in an apartment across from a leafy park in a middle-class neighborhood. His arrest came as a huge surprise to everyone who knew him.
Thomas is the father of four kids by three different mothers: A 1-year-old, a 3-year-old, and two teens. I feel for all these kids, but especially for Thomas' teenagers. They're old enough to know what "brothel" means. Did they have a clue that their dad, a former IT specialist who started out in a nice, big house in the 'burbs, was allegedly a pimp?
"Awesome dad! way to make the thomas family proud," the New York Post reports Thomas' 11th-grade son tweeted. "Pretty surreal to hear your dad’s name on the news in connection to a massive prostitution ring bust. had to happen eventually i guess #meh," he added. I guess it's legal to republish the tweets of a minor who is not a public figure -- honestly, it kind of makes me squirm, which is why I'm not linking back to his Twitter account or mentioning his first name. But these quotes say it all: The sarcastic bravado used to cloak a kid's shame and embarrassment.
Thomas has already been through two divorces, and the mother of his youngest child appears to have left the family to move back to Japan for some reason. Who knows how a guy gets into the brothel biz. But it's got to be humiliating for the two oldest kids to have their dad tied with a prostitution ring.
Whether or not you think prostitution should be legalized, it's still a profession with sleazy reputation, and even in liberal New York City, it would carry a stigma. On top of that, their dad has been accused of a crime. Of course, it could turn out that the police have the wrong guy! Thomas may be totally innocent of the charges.
But for now his poor kids have to live in the shadow of this alleged crime, and that sucks for them. I'm sure Thomas was justifying what he did in order to support his family (-ish, the Post reports he was $100,000 behind in child support payments). But I wish he'd thought about the potential emotional impact on his kids if he ever got caught.

Dad's child sex-trafficking trial under way (Fort Lauderdale, Florida)
But I want to call your attention to some relatively unnoticed detail here. It seems to me that this father must be single, as there is no mention of a mother in the home. I know that sometimes, a molester daddy can keep his abuse of a minor child a secret from the mom. But it's hard to believe any relatively alert woman wouldn't have seen what was going on with all these girls. And if she had done nothing to stop all this, it seems she would have been charged with something. So I'm inclined to think there was no mother under this roof.
So the reference to one of these trafficked girls acting as a babysitter to Daddy's 7-year-old daughter? I'm thinking that either Williams had custodial rights and/or visitation. Of course, the reporter doesn't clarify what was going on here.
Sure would look bad for somebody in family court to admit that they let somebody like this have custody/visitation, yes? And with a father like this, I fear for what this sh** did to his own kid....

WEST PALM BEACH — A Fort Lauderdale father methodically recruited runaway girls, one just 12 years old, to work as prostitutes for him, a federal prosecutor told jurors Monday.
Van Lawson Williams, 49, would take troubled children into his home, offering them a place to stay in exchange for them selling their bodies, said Assistant U.S. Attorney Corey Steinberg as Williams' federal sex-trafficking trial got under way.
The girls got word of Williams and his house in the 2000 block of Northwest 30th Avenue through other youths at group homes and treatment centers, according to federal authorities. Steinberg said Williams clearly knew the runaways he was taking in were underage, plying them with money, marijuana and crack cocaine.
"They look like kids. They talk like kids. They act like kids," said Steinberg of the six girls lined up to testify against Williams. The girls ranged in age from 12 to 16 when they met Williams, who is the father of a young girl.
Williams is charged with four counts of sex trafficking of minors and two counts of attempted sex trafficking of minors. If he is convicted of any of the charges, he could face up to life in prison.
Williams' attorney, Howard Greitzer, urged the jury to carefully evaluate the girls' testimony to see how much it has changed since they first talked to law enforcement.
He said that one of the girls initially told law enforcement that she never prostituted herself, but babysat Williams' 7-year-old daughter. He argued that the case rests on the girls' testimony with federal authorities lacking physical evidence to support their case.
"Use your common sense," he said.
Steinberg said Williams found girls who were "lost" and "damaged" and gave them what they craved most — attention. He let them live with him, fed them and offered to buy them clothes and pay to get their hair and nails done, she said.
"In order to stay there [at the house] you had to sleep with the men he provided," Steinberg said.
Williams set the prices to have sex with the girls, oftentimes providing clients with condoms, Steinberg said. Federal authorities allege that sometimes Williams would split the money with the girls and sometimes he would pocket all of it.
Federal authorities have alleged in court records that if the girls refused to do what Williams said, he would physically abuse them.
In addition to the girls' testimony, federal prosecutors have indicated they intend to play audio recordings to the jury of Williams talking to two underage girls. The FBI had the girls place the phone calls, with Williams telling one of the youths, "If you come to me you mine," according to court records.
Prosecutors also have indicated they have text messages sent by Williams about prostitution activity.
The girls are scheduled to start testifying Tuesday in the case before U.S. District Judge Daniel T.K. Hurley.

A man allegedly sold his 12-year-old daughter to a 54-year-old man in return for TL 5,000 and even signed a contract for the deal, Turkish newspapers reported on Thursday.
The incident took place six years ago but only came to light last week, when a number of newspapers reported on it. According to the press stories, Osman Y., father of then-12-year-old girl E.Y., sold his daughter to Yusuf A. in exchange for TL 5,000. Reports also noted Yusuf A., who was 54 at the time, was the employer of Osman Y.'s older son.
The two men even signed a handwritten sales agreement, a copy of which was published in Turkish newspapers on Sunday. The contract, apparently prepared by “the seller,” dated Feb. 12, 2006, features a paragraph written by Osman Y., which reads: “I have sold my daughter for TL 5,000. I handed my daughter E.Y. to Yusuf A. on Feb.12, 2006. I have received the payment in cash. My daughter will be under control of Yusuf A. from the above-mentioned date on. I give my consent as a father. The contract has been signed. The girl has also given consent and signed the contract.”
Yusuf A., who divorced his wife and has four children, allegedly took the girl to a hotel in Kemer, in Antalya, and allegedly raped her. E.Y. continued to attend school as she was held by Yusuf A.
When E.Y.'s guidance counselor asked students to write down something which bothered them, E.Y. left the classroom crying. Then, she told her teacher she had been sold by her father to her brother's boss. The teacher reported the case to the police.
A court case against Yusuf A. has been under way since 2006; however, there were contradictory reports in Turkish newspapers as to the details of the case. The most recent session of the trial took place on Wednesday in the Antalya 1st High Criminal Court.
Newspaper reports said Yusuf A. testified in court, denying he had had sexual intercourse with E.Y., but was arrested after his testimony on Wednesday. The next hearing is scheduled to take place in March. Also in Wednesday's hearing, a witness statement from a hotel receptionist that was read out confirmed Yusuf A. had brought the child to a hotel. However, it was not clear at what point in the judicial process this testimony was given.
It wasn't clear where E.Y. is currently residing.

Robert James Rohrbach allegedly attempted to get his 16-year-old daughter to perform sex acts on a registered Megan's Law Offender in exchange for money. The incident occurred in April of this year.
Rohrbach is charged with attempted corruption of minors, prostitution and endangering the welfare of a child.

SALINAS, Calif. -- A Salinas father who prosecutors said tried to sell his baby outside a Walmart store was found guilty on Tuesday.
Patrick Fousek was convicted of felony child abuse likely to cause great bodily harm. The jury deadlocked on a misdemeanor charge of being under the influence of methamphetamine.
Fousek was immediately taken into custody after the jury read their verdict. He faces up to six years in prison.

THREE TIMES MORE women and children in Ireland are homeless because of domestic violence since last year, according to a new study.
The domestic violence charity Sonas Housing has reported a 163 per cent increase in the use of its services in 2010, owing partly to the opening of two new services in Dublin but it said the prevalence of domestic violence can increase during a recession.
In total the charity supported 184 women and 234 children in 2010 compared to 70 women in and 88 children in 2009.
It said the recession can contribute to trapping women in domestic violence situations as they feel they have a lack of options.
Sonas also highlighted the difficulty it has had in accommodating people because of the surge in demand.
There were 433 enquiries for a crisis refuge service or supported housing but only 40 per cent of those demands could be catered for. Nearly 250 enquiries or 60 per cent had to be turned away because services were at full capacity.
Responding to the findings, CEO of Sonas Sharon Cosgrove admitted turning people away was ‘crushing’:
It is very difficult to turn women away – the majority of the women who call us are in dire abusive situations. Picking up the phone to a domestic violence service can be a massive step so it’s crushing if they do not receive a positive response.
The annual report also noted that 66 per cent of applicants for services had mental health support needs, 23 per cent had recognised addiction needs and 16 per cent had both.
Sonas has supported housing in eight different areas in Dublin and opened a women’s refuge in Dublin 15 last year providing support for women and children made homeless due to domestic violence and other gender-based violence, such as sex-trafficking.
The charity says that Ireland currently lags well behind the UK and the Council of Europe standards when it comes to providing sufficient support to families in need of their services.

Mumbai: When Ghulam Mohammad Hamid Khan (47), decided to abandon Mumbai and board a train for his UP hometown from the Mankhurd railway station, he decided to travel light. The first baggage that he decided to get rid of was none other than his 9-year-old daughter Roshni. He didn't have to look far - along came Irfan Sheikh (21), a drug addict. Not only did the desperate father give the addict permission to have his way with her, he also paid the man to buy himself some drugs.
Mankhurd police Sub-Inspector Popat Salunkhe said, "Hussain was unemployed, and his wife had thrown him out of their house. He wanted to make a fresh start in Jabalpur. He was in the habit of abducting his own children, and using them as leverage to force money out of her."
He added, "On July 17, he took Roshni with him to the Mankhurd railway station. He waited for three hours, expecting his wife to arrive there to retrieve their child. However, Hussain's wife did not turn up. Desperate to leave for his hometown, he started looking for an alternative means to get rid of his daughter."

"He accosted Irfan at the station, and decided to dump Roshni in his custody. He gave Irfan the licence to do anything he wanted with the girl. When Irfan refused to accept the responsibility, Hussain pleaded with him, even bribing him with a sum of Rs 20, asking him to purchase drugs of his choice," informed Salunkhe.
According to the police report, Irfan then took Roshni into a dark alley, where he attempted to rape her. The terrified girl screamed, at which he clamped her mouth shut, causing her to lose consciousness. Once the girl stopped resisting, he raped her and sodomised her in quick succession.
After having his way with her, he strangulated her with a dupatta, and threw her body into an open drain. The Mankhurd police found Roshni's stripped body on July 18, and began their investigations, trying to identify her.
Mother shocked
Roshni's mother identified her daughter at the Rajawadi hospital, divulging that Hussain had taken Roshni away. "Roshni's mother had not lodged a missing complaint, thinking that she was with her father. Roshni's mother's statement made us certain of Hussain's involvement," said Salunkhe.
Mankhurd police then sent two teams to UP and Ajmer, to search for Hussain. "We nabbed Hussain at Jabalpur station in UP, and brought him to Mumbai," said a police officer.
During his interrogation, Hussain confessed that he had handed over his daughter to Irfan, because he wanted to get rid of her and teach his wife a lesson. He had left Roshni at different stations on previous occasions as well. We nabbed Irfan, also a resident of Mankhurd, who confessed to the crimes of rape and murder. We will now produce both culprits at court," informed Salunkhe.

A 17-year-old Indian girl who was allegedly forced by her father to have sex for money with up to 200 men has described her ordeal to the media.
Police in the southern Indian state of Kerala arrested her father and 29 other people two weeks ago.
The girl said she was raped by her father, starved and forced by him to have sex with other men.
Her father has not made any public comment. Police have vowed to hunt down the men alleged to have paid for sex.
They have despatched special police teams to find up to 70 men she has named and accused of paying to have sex with her. These are said to include contractors, film producers and policemen.
"My father first raped me when my mum was not home. Later he started taking me out to different locations, saying I'll get a chance to act in movies," the girl told a local television channel.
She says that when her mother found out, her father threatened to kill the entire family unless her mother kept silent. Police have arrested the mother for not disclosing a crime.
"The government will not allow anyone to escape the law," Chief Minister Oomen Chandy said.
The girl was finally rescued when other relatives discovered what was going on and informed the police. She is currently in a shelter where she is undergoing treatment for depression, police say.
"We will do whatever we can to bring her back to normal life. She wants to complete schooling and lead a good life," said Dr MK Muneer, the minister for social welfare in the provincial government.
"She says she was raped by 200 men. It is shocking and it freezes your conscience," he said.

When she was 13-years old, Salma (full name withheld) from Saudi Arabia was forced to marry a man aged over 60.
The man paid her father a dowry of SR250,000 ($68,000), but Salma says it was like she was actually sold.
Salma, now in her 30s, has no home and is deprived of seeing her six children following her divorce. When she tried to take them, she was thrown in prison for six months.
As if all this was not enough. After she was divorced and her children taken away, her father tried to sell her again - this would-be husband refused to offer more than SR100,000.
But it was her not her father who turned down that offer. Feeling that she had enough, she packed and fled her home.
“I was only 13 when this rich old man came and paid my father SR250,000. I was forced to marry a man who is as old as my grandfather… I was snatched off my fifth class at that age,” said Salma, from the central town of Makkah.
“He took me to his home in Madina and there I found that he already has three wives… I then started to spend my time playing with his children as I was a child and had no idea about marriage life.”
Salma, now in her 30s, said her marriage lasted around 17 years, during which she gave birth to four daughters and two sons.
“During my marriage to this man, I suffered from torture and very bad treatment… I then fled to my family’s house and stayed there with my children for nearly three years, after which I was divorced.”
The Saudi Alikhbariya newspaper said Salma first refused to give back the children to her ex-husband, prompting him to go to court.
“Police arrested me and I was jailed for six months… when I was released, I went back to my family and stayed for a while before another old man came and paid SR100,000 to marry me,” she said.
“I refused and fled home… I have been staying at mosques and parks all this time. My ex-husband still refuses to let me see my children. Sometimes I go to take a glance at them while going or leaving school and I could see clear marks of violence on their bodies. I think they are being tortured at home.”
The paper did not say where it met Salma or whether she has a home now. But it quoted a Saudi human rights activist as urging the woman to come along and present her case.
“If she comes and proves that her children are subject to torture by their father, then will we will talk to the police. We will also ensure protection for her and her children,” said Mohammed Kalantin, member of the Saudi Human Rights Commission in Makka.

A young father was recently sentenced to five years and eight months in prison and fined 5,000 yuan ($760) by a court in Minqing county, Fujian province, for selling his little son.
The man, surnamed Liu, 23, did not have a stable income. Early in 2010, Liu met a netizen, surnamed Xing, from Shandong province, via QQ (an instant message service in China) and knew Xing's family was eager to adopt a little boy.
At the time Liu was short of money and his girlfriend had gone back to her parents' home after a quarrel, leaving Liu and his old grandmother to take care of the son. Liu then had the idea of selling the then 2-year-old boy to Xing.
Liu secretly took his son to Nanjing, Jiangsu province, to make the deal with Xing, but lost his cell phone and could not contact Xing. Liu succeeded on his second visit, earning 45,000 yuan from the deal.
On Sept 21, 2010, Liu was taken into custody as a suspect in other crimes. He then fully realized what he had done and told his father he had sold his son. He was soon charged with child trafficking.

The adopted son of "miracle baby" preacher Gilbert Deya faces a life sentence at the Old Bailey today for stabbing his toddler son to death and attacking his wife.
Paul Deya, 32, attacked three-year-old Wilson in the family's Bermondsey flat after he and his wife split up.
When Jakeline Otieno returned home from church he chased her out of the flat and stabbed her.
Their 20-month-old daughter was in her cot as the murder took place but was left unharmed.
Deya is the nephew of the self-styled "Archbishop" of the Gilbert Deya Ministeries who adopted him as a youngster when his father died.
Gilbert Deya is fighting extradition to Kenya, where he is wanted for baby abduction and child trafficking, on the grounds it would infringe his human rights.
He had claimed that he could give babies to infertile women through the power of prayer which has been found by a High Court judge to be a "falsehood."
The ministeries, based in Peckham, are said to have 34,000 followers and styles itself the "fastest growing church in Britain and worldwide".
Its congregation donate 10% of their income to the church creating enormous wealth for its leader.
Both Paul Deya and Ms Otieno, 29, worked at the church in the Old Kent Road.
He was born in Kenya and came to Britain on a student visa.
They married in June 2004 but their relationship deteriorated as she found him obsessive and overbearing.
On the day before the tragedy in November 2009 they had agreed to separate and he would move out, the court heard.
But while she was in church Deya texted her with the message "I wish you all the best."
Immediately concerned, she rushed home but found all the doors locked and bolted from the inside forcing her to climb in through the bathroom window.
Inside she saw her child in a pool of blood in his bedroom then her husband ran at her bare chested with a kitchen knife.
She fled screaming from the flat but he caught her on the outside stairs and stabbed her in the head and neck in front of a neighbour and his child.
She was cut so badly her right ear "was held together by the cartilage alone," said Richard Whittam QC, prosecuting.
Deya then returned to the flat and knifed himself in the neck and stomach but recovered in hospital.
Inside the flat officers found a handwritten note beginning "Hi Jackie" and including instructions for the burial of his and his children's bodies.
In the note Deya accused her of cheating on him and said he had "decided to disconnect (him)self completely with you including my children."
He added: "Your warnings and threths pushed me into this."
After this arrest Deya wrote letters claiming his wife had had affairs and he suspected one of his children was not his.
He even accused one of the officers guarding him in hospital of seeing his wife.
In court Ms Otieno denied having any affair.
Deya had pleaded not guilty on the grounds of diminished responsbility but was convicted by the jury of murder. The jury cleared him of attempting to murder his wife. He had already pleaded guilty to the lesser charge of malicious wounding.
Two psychiatrists had diagnosed him as suffering severe depression which led to a psychotic episode. But prosecution doctors said the depression was only mild and did not effect his intent to kill.
He will be sentenced next month by Judge Giles Forrester QC.

Members of a baby trafficking ring received two to ten-year prison sentences on Wednesday for the buying and selling at least four baby girls in 2008 and 2009, one of which is the daughter of one member, according to the Beijing Railroad Transportation Intermediary Court.
Of the eight involved, four were stopped in June 2009 en route from Guangnan county in Yunnan Province to Pingshan county in Hebei Province to deliver four baby girls to clients. The four girls are currently in the custody of authorities.
The group had already sold three baby girls they purchased in Yunnan Province to families for 14,000 ($2,111), 19,900 ($3,000.92) and 25,000 yuan ($3,770) in May 2009.
One of the girls sold was the daughter of Xiong Wenjin, a father of three girls and one of the traffickers involved.
Xiong said he considers his daughters not as valuable as sons. "It's perfectly normal to sell one," Xiong was quoted as saying in a report by the Beijing Youth Daily.
Another member of the ring, Xing Zhihua, over 70, works under the guise of a matchmaker in Hebei province in order to scope out local families interested in purchasing a child.
According to public prosecutors, families in poverty-stricken areas often are willing to sell their children for a few thousand or even a few hundred yuan, while buyers are willing to pay tens of thousands, leaving traffickers a huge profit margin.
Guo Yingliang, who in his defense claimed he was only the driver, was sentenced as an accomplice. Guo agreed to drive the traffickers for 3,000 yuan($453), which was confiscated by the court.
Since the Ministry of Public Security launched its crackdown on human trafficking in April last year, Chinese police rescued 10,621 women and 5,896 children who had been abducted as of September 6, the Xinhua News Agency reported.

Police seeking man who tried to sell 4-year-old son on Craigslist

Police in the northwestern U.S. are seeking a man who advertised his 4-year-old son for sale, at a price of $5,000, on the community notice website Craigslist.
The ad, placed by a man from Spokane in Washington state who appears to have given himself the false name of Rick Obelophy - the Spokesman-Review confirms that no-one by that name is known in the Spokane area - offered a 4-year-old boy called Gavin for sale and had a picture of a young boy attached.
Spotted by a woman, also from the Spokane area, on February 28 the ad had been taken down by Craigslist by the time she returned to the site, having saved the text on to her computer.
However she had not saved the picture, which showed a young boy in a yellow fireman’s helmet and a shirt bearing the word “adventure” on the front.
KXLY reports that the woman then forwarded her copy of the ad to Spokane County Sheriff's Office.
Detectives are not treating the ad as a hoax and obtained a warrant to seize all information relevant to it from Craigslist headquarters in San Francisco.
The ad had been posted to Craigslist the day before it was spotted by the unnamed woman and contained an anonymous email address for responses from anyone interested in buying a child whose father said he could no longer afford to keep him.
While reports do not reproduce the ad in its entirety it is said to have read in part:
Gavin is a great kid but I can no longer afford to take care of him.
It is going to kill me to do this but as I stated before I cannot afford to keep him. His Motherr is out of the picture and my parents no longer talk to me since I've had Gavin. So I don't know what else to do other than find a good family with kids or a couple that wants a son
Describing how Gavin "loves playing with balls but doesn't really like to play with cars and refuses to eat vegetables" and "always has a smile on his face" the man claiming to be his father adds that:
he doesn't fuss very much but when he does he just screams for hours. I usually just put him in the closet until he stops and that usually works
Despite his admission that he puts his son in the closet to stop him screaming Rick maintains that he is not prepared to give/sell his son to just "anyone", stating:
I want to meet with you and make sure you will be fit parents
According to The Spokesman-Review up to five years in prison and $10,000 in fines await any person convicted of selling or buying minor children in the state of Washington.
Meanwhile KXLY spoke with Amy Swanson, Executive Director at the Vanessa Behan Crisis Nursery in Spokane, regarding what Rick Obelophy might have done if he genuinely was unable to provide and care for his son and had Gavin's best interests at heart.
She said:
If this dad would have called us we could have afforded him some time to think through this, if this was something he was really interested in doing helping him find the resources to get there if he needed to or buy him the time to pull together the resources he needs.
When parents are overwhelmed that don't always make choices that are in the best interest of their children or they think it's in the best interest of their children and it turns out not to be and if we can avoid that we want to be here for that reason

The media has paid a lot of attention to deviant moms who "pimp out" their kids, but not so much attention to the dads. So don't count on this story getting national attention. It will probably stay local, like most of these stories do. Not clarified is whether this is a single dad. If not, then where is the mom in all this? Is she alive or did she lose custody? If if it a custodial dad, you can be sure that this fact will be buried too, along with the name of any judge and/or psychologist, social worker, etc. who helped him get custody.

Fayetteville father charged with child abuse

Fayetteville, N.C. — A Fayetteville man faces charges after police said he allowed a man to have sex with his 15-year-old daughter, according to Cumberland County sheriff’s detectives.
The 44-year-old man is charged with three felony counts of child abuse including a sexual act. WRAL News is not identifying the man in an effort to protect the identity of his daughter, who is the victim of a sex crime.
Investigators said the father allegedly approved of a relationship involving his child and Warren Edwards, 38, of 3104 Aglow Drive in Fayetteville. Edwards is believed to have fathered two children with the girl.
Edwards has been charged with three counts of statutory rape of a minor and three counts of taking indecent liberties with a minor. He was being held under a $225,000 bond in the Cumberland County Detention Center on Friday.
The girl’s father was being held on $15,000 bond in the Cumberland County Detention Center on Friday. His first court appearance is schedule for Monday.

Chennai, Sept 12 (PTI) A migrant labourer has been arrested for allegedly selling his new-born baby to a local fisherman for Rs 7,000.
Thirty three-year-old Ashok Saha from West Bengal was arrested in nearby Tiruvallore district yesterday for selling his 11-day-old son to Anbu, a fisherman in Pazhaverkadu village.
Anbu reportedly bought the baby as he has no children. He has been arrested on the charges of human trafficking, police said, adding that the baby was handed over to the mother.
M C Sarangan, Superintendent of Police, Tiruvallur, told PTI that Saha had sold the child to meet his lavish expenses.
"He had migrated to Chennai last year with his family and is a daily wage earner at a company here," he said.
