Manatee father charged with abuse of daughter with belt
HERALD STAFF REPORT Bradenton Herald

MANATEE -- A Palmetto father was arrested Thursday and charged with child abuse after he struck one of his children three or more times in the head with a leather belt.

Wilfredo Feliciano, 33, who lives in the 2400 block of 14th Street Drive, Palmetto, was angry at one of his children after she ripped one of her brother’s game cards in an argument, according to a Manatee County Sheriff’s Office report.

The victim, whose injuries were discovered at Palmetto Elementary School, told a deputy who came to the school that she was crouching on the floor when Feliciano struck her on the head with the leather portion of the belt, the report states.

Feliciano demanded the victim get up and when she did, he hit her again in the head with the belt, the report states.

The victim fell to the ground, at which time Feliciano hit her again in the head, the report states.

The deputy indicated in the report that there was a swelling and a red markover the victim’s right eye and a red mark behind the victim’s right ear,
part of which was scabbed over.

There appeared to be blood dried on the victim’s white collar, the report stated.

The report stated that the injuries did not cause great bodily harm, permanent disability or permanent disfigurement, the report concludes.
