Runaway teenage son returned to dad, despite dad's "history of family violence and aggravated kidnapping" (Houston, Texas)

WTF is wrong with CPS? Check out the reported facts in this case:

1) 14-year-old son has physical abuse case against father being investigated by CPS.

2) Authorities say Dad has "a history of family violence and aggravated kidnapping."

3) Son picked up by police after being seen running on way to grandmother's house. Tells officers that he was "trying to escape his father."

So you work for CPS. What would YOU do next? If you are an idiotic incompetent (like many of them seem to be), you tell the police TO HAND OVER THE KID TO DAD. SO THEY DID!

At some point, the boy goes into CPS custody, but it's not entirely clear how long he was forced to stay at Dad's.

NO MENTION OF MOM AT ALL. SINGLE DAD?

Baytown Teen Placed in CPS Custody

HOUSTON - A teen who was the subject of an Amber Alert issued on Wednesday has been placed in a foster home after a court allows Child Protective Services to gain custody of the child.
Samuel Blake Kirtley was found late Wednesday night.

Another hearing is scheduled on Sept. 21 in district court.

Neal Haynes Roberts, 49, took Kirtley on Sunday after 6 p.m. from the home of the boy's grandmother at the 5900 block of Wildfire Street in League City, according to the Baytown Police Department.

Kirtley had a physical abuse case against Neal in the Child Protective Services system. Investigators say Neal has a history of family violence and aggravated kidnapping.

14-year-old Kirtley was picked up by Baytown officers on Aug. 28 after he was seen running across the Fred Hartman Bridge on his way to his grandmother's house. The boy told officers at the time trying to escape from his father.

Roberts contacted the League City Police Department by phone and said that he wanted custody of the Kirtley from the teen's grandmother. League City police say that after a supervisor interjected into the case and contacted CPS, the department was instructed to hand over the child to Roberts.

Officers from League City also said that Kirtley acted as if he wanted to stay with his grandmother. Police brought the boy from his grandmother's house to League City officers who took him to Roberts' home.

Police departments from League City and Weslaco also took part in the investigation.
