Dad pleads not guilty to putting dog shock collar on 4 kids (Salem, Oregon)
Dadd TODD MARCUM has pleaded not guilty to putting a dog shock collar on his children, ages 3, 6, 8, and 9. However, the children all say he shocked them at least once. And when arrested, Dad told the police that he did it "because it was funny." What a useless piece of manure. Wait, that's not fair. Manure serves a purpose and fertilizes the ground. This guy serves no purpose.
