Police in western Kansas say a gunman who held Finney County's chief judge and his wife hostage over a child custody matter eventually surrendered and the two were released unharmed.
Authorities say the standoff began shortly before 7am Tuesday, when the armed suspect Jason Nichols forced his way into 61-year-old Wendel Wurst's Garden City home and confronted the couple.
Garden City Police Chief Michael Utz says Nichols ordered Wurst to the ground and bound the judge's hands.
Utz says Wurst's 62-year-old wife Rhonda Wurst was allowed to use the bathroom, where she called police on her cellphone. She was later released.
The standoff ended more than five hours later, at which time Wurst was freed.
Police say the suspect was upset over a custody case Wurst handled.
Garden City police wrote on Facebook Tuesday: 'The hostage situation has been resolved without incident.
'There are still a lot of moving parts in the investigation, please stay away from the area.
'The suspect and hostage are okay.'
Utz was filmed by KWCH saying: 'After several hours of negotiation, the suspect surrendered at 12.34pm this afternoon and was taken into custody without incident.
'Chief Judge Wurst was located and is in good health.'
Nichols may be charged for aggravated assault, aggravated burglary, kidnapping, terrorism, and criminal threat, the TV station reported.

MINNEAPOLIS (WCCO) — After hours of negotiations, a man is now in custody. Minneapolis police received the call around 10:30 p.m. Thursday night from a home in the 3900 block of Garfield Avenue South. When they arrived, they learned a three-year-old child was inside the home with her armed father.
Police say, at one point, the suspect refused to communicate with authorities, so the SWAT team entered the home. They arrested the father and the child is now safe and sound.
Shots were fired around 1:00 a.m. when the suspect appeared to be shooting in the air. Police believed the suspects’s three-year-old child was in great danger and, as a precaution, an ambulance was on standby.
After conversations broke down between the SWAT team and the suspect, and authorities exhausted all possibilities, they entered the home.
The suspect is now in custody. His name has not been released, but a spokesperson for the Minneapolis Police Department says the incident could be the result of a mental health issue. Authorities haven’t yet said what charges the suspect will face.
His daughter is now with her mother. Police say the mother was not home at the time of the standoff. Prior to the incident, she left the home with the couple’s second child.

UPDATE: 9:30 P.M. — Newark Police confirm the father is in custody, and the baby is safe.
According to police records, the man holding the baby captive was 37-year-old Rudy Soto.
The police report reads, “The patrol officers attempted to talk with the Soto, but he refused to speak to the officers. Officers initially feared the victim of the domestic violence may have also been inside the apartment. Officers were able to contact the victim, and were able to determine she was at work, but her one year old son was inside with the Soto, who is the father of the child. After 12 hours of negotiating with the Soto, he calmly exited the apartment with his baby in a stroller and surrendered to police. Soto has been taken into custody and the baby is safe and unharmed.”
UPDATE 5:00 P.M. — Police are negotiating with a domestic violence suspect who is allegedly holding a baby captive in Newark this evening, a Newark police commander said.
Commander Mike Carroll said the father has been involved in two other domestic violence incidents in the past two weeks, and a warrant is out for his arrest.
Carroll said police are going to be very patient because a baby is involved. Officers have thought they were going to be able to resolve the situation at numerous points today, but it has continued into this evening, Carroll said.
NEWARK (KRON) — Police are on the scene of a standoff situation at an apartment on Sycamore Street in Newark.
It is unknown how many people may be inside, but it’s believed at least one person is refusing to cooperate with police.
The incident began at 11:45 a.m. Sycamore Street is closed between Thornton Avenue and Mayhews Landing Road.
CHP is assisting.
People are advised to avoid the area.

Dad in "custody dispute" takes 4-month-old baby hostage in police standoff (Denver, Colorodo)
I presume that UNNAMED DAD was never married to the mother--and yet a criminal with "several outstanding felony warrants" was still allowed to wage a "custody dispute" with the mother of a 6-month-old infant? Even under freaking Sharia, mothers are allowed to be caretakers of their babies.
This is fathers rights in action, folks. A criminal--allegedly armed with knives--gets to terrorize his ex-girlfriends by threatening to take an young infants away from her. He even brings in the police and screws up traffic as part of his massive Daddy Drama hostage situation.
Fathers, especially never married fathers, should NOT be allowed to strip mothers of their babies without SOLID evidence of abuse/neglect. Criminal fathers should have their rights cut automatically. Enough of feeding the male entitlement of these little sh**s.

Police said the incident began about 4:45 p.m., with a report of a custody dispute over a 6-month-old baby. At first, the father refused to give up the child. After about two hours, however, the baby was turned over to authorities.
However, the father, who police said is wanted on several outstanding felony warrants, refused to leave the apartment.
Police do not believe the man had a gun, but they do think he may have had knives.
The standoff ended shortly before 9 p.m., when police announced the suspect was in custody.
Numerous police were on the scene.
The Colorado Department of Transportation said the off ramps from Interstate 25 to Osage were closed because of police activity.
This story will be updated when more information becomes available.

Father holding baby hostage shot dead by SWAT team
MIDDLETOWN, N.J. -- A New Jersey man who was holding his 17-month-old son hostage was fatally shot by a member of the Monmouth County, N.J., SWAT team, reports CBS New York.
The child's mother called police around 11:30 p.m. Tuesday night. She said 39-year-old Scott McAllister was intoxicated, had beaten her and was threatening to harm their child with a knife, according to a statement released by the office of New Jersey Attorney General John Jay Hoffman.
When police arrived, the mother of the child had fled from the house, officials said.
McAllister was locked inside his Middletown home with the boy and refused to allow police to enter, according to police. Hostage negotiators tried for hours to get McAllister to turn over his child.
The negotiations ended around 4:30 a.m., when the county SWAT team forced its way in and an officer shot McAllister.
The identity of the officer who shot McAllister has not yet been released and authorities have not said how many times McAllister was shot.
McAllister's son, who was near him according to police, was not harmed.
Neighbors, many of whom were outside during the shooting, told CBS New York that McAllister was a fisherman, but few knew other details about him.
The state Attorney General's Shooting Response Team -- which looks into shootings involving state troopers and emergency response personnel -- is investigating the shooting to determine if it was justified.

LONG BEACH (CNS/FOX 11) - A 22-year-old domestic abuse suspect, with his 5-month-old baby inside his vehicle, was chased by police from Long Beach to San Pedro Saturday in a pursuit that included at least two shootouts, but neither the infant nor the chased driver were hurt, police said.
One Long Beach police officer suffered minor injuries in the second shootout, when glass shattered in a patrol car, Nancy Pratt of the Long Beach Police Department said.
The incident began just before 2 a.m. with a shooting during a domestic dispute at a home the suspect shares with the mother of his son and other family members in the 6500 block of East Rosebay Street, Pratt said.
The suspect, identified as parolee Joseph Gonzales, was gone when officers arrived, but he called the home and said he was on his way back with his infant son, Pratt said, adding that the man leveled threats at his family members and police officers.
"He specifically stated he would harm the baby and use him as a shield against police,'' Pratt said.
He returned to the scene in a dark-colored SUV, got out and confronted officers, prompting an exchange of gunfire, she said.
"The suspect then got back in his vehicle and fled, and officers initiated a vehicle pursuit,'' Pratt said. "It was unknown if the baby was actually in the vehicle.''
In the area of Bandini and Oliver streets in San Pedro, Gonzales stopped the SUV and shot at officers, who returned fire, she said.
Gonzales then got back into the vehicle and drove a short distance before stopping and surrendering, Pratt said.
"The infant was located in the back seat of the suspect's vehicle at the conclusion of the pursuit. Although uninjured, he was transported to a local hospital as a precaution and released later to family in San Pedro. A handgun was found in the front seat of the suspect's vehicle,'' she said.
The injured officer was taken to a hospital, where he was treated and released, Pratt said.
Gonzales was booked on suspicion of attempted murder, evading police, child cruelty that could result in possible injury or death, assault with a firearm on a police officer, being a felon in possession of a firearm and a parole violation, she said.
He was being held without bail at the Long Beach City Jail, Pratt said.

The county-appointed public guardian of a boy and girl who were set on fire by their father in late 2012 is suing a DCFS-contracted welfare agency, alleging its negligence led to the death of one child and the severe, ongoing injuries of the other.
Robert F. Harris, the appointed estate administrator of Nariyah Beler and the public guardian of her brother Naciere, filed the lawsuit Monday in Cook County Circuit Court against the Humboldt Park-based welfare agency Association House.
On Dec. 28, 2012, Nathaniel Beler set his two children, their mother and himself on fire at his mother’s West Side home, the suit stated. His daughter, 4-year-old Nariyah, and her mother, Taniya Johnson, died. His son Naciere, then 9, suffered burns to more than 40 percent of his body.
Beler’s death was ruled a suicide by self-immolation, according to the Cook County medical examiner’s office.
In the months that led up to the fatal arson, Harris alleges, Association House and several of its employees breached duties that could have prevented Nariyah’s death and Naciere’s injuries.
DCFS recommended that Beler – a diagnosed schizophrenic and PCP addict with a history of going off his medication – should see his two children only in the company of a caseworker and in a “neutral” public place, the suit stated.
Under pressure from Beler, the assigned Association House caseworker allowed him to see his children at his mother’s house, the eventual scene of the fatal fire, the suit stated.
“Association House ignored or downplayed the severe danger that Mr. Beler posed,” the suit claims.
During an argument with Johnson in September 2012, Beler threatened to kill himself and his two children by pouring gasoline on them and lighting a match, the suit stated. Beler showed her two cans of gasoline, but she persuaded him to let her leave the home and go to work.
Once Johnson – who left her two children alone with Beler – got to work, her co-workers told her to call the police, leading to a standoff that eventually resulted in the safe release of both children and Beler’s involuntary commitment to a psychiatric hospital, the suit stated. There was enough gasoline in the home’s bathtub “to level the building.”
Association House knew Beler had a history of violent, erractic behavior when he was off his medication and no one from the agency ever tried to determine if he still was taking his prescriptions, the suit claims.
The agency also took Beler at his word when he said he was no longer using PCP and did not ever screen his urine to confirm he wasn’t using drugs, the suit alleges.
A representative from Association House could not be reached for comment Monday evening.
The six-count wrongful death and negligence suit seeks an unspecified amount in damages.

It appears that dad DANIEL PEREZ murdered the mother of his sons before taking off with them.
Notice the typical misleading language. We're told the "marriage" was "unstable" and "marred by domestic violence." A marriage is a relationship between entities. It isn't a "thing" per se. This is just the typical way we avoid saying DAD was "unstable" and violent. After all, HE was the one who killed a woman and abducted the kids. Not the "marriage." In other words, just away of confusing the issue of agency and who did what to whom.

SAN DIEGO (CBS 8) - Four L.A.-area boys are safe Thursday after their father was taken into custody following a tense standoff along a Santee highway.
Daniel Perez, 43, of Montebello stopped the black 2014 Toyota Camry he was driving in the middle of the eastbound state Route 52 connector road to state Route 67 about 8:30 a.m., according to the California Highway Patrol. A standoff ensued until around 9:50 a.m., when two SWAT vehicles pulled up to the front and the back of the Camry and officers in full tactical gear approached the suspect and took him into custody.
Montebello police earlier named Perez a person of interest in the disappearance of his 39-year-old wife, Erica. On Thursday, the L.A. County Coroner's Office confirmed the body found in the trunk of the family car on Wednesday was Erica Perez.
The Perez family was last seen Friday, police said, adding that extended family members described the couple's marriage as unstable and marred by domestic violence. An Amber Alert was issued early Thursday morning for four of the couple's five children.
Sometime around 8 a.m. Thursday, officers pursued Perez from the downtown El Cajon area to state Route 125 to the highway ramp where he stopped. A CHP spokesman said that officers located Perez in the downtown El Cajon area earlier Thursday using the LoJack technology installed on the Camry.
Just before 9 a.m., two of the four young boys got out safely and ran to nearby authorities, but two others remained in the vehicle along with their father until he was taken into custody.
Before the SWAT vehicles pulled up, about a dozen law enforcement cruisers and SUVs stopped behind the black Toyota Camry, which was on an elevated transition roadway. Officers with weapons drawn were just yards from the car.
Perez was talking to law enforcement via cell phone, the CHP said. The CHP reports that during the hour long standoff, Perez was calm and then just suddenly snapped. Also during the standoff, family members in the San Diego area were feeding negotiators information.
Once the suspect's car was blocked in by SWAT vehicles, the standoff quickly came to an end.
"The suspect attempted to jump over the guard rail, was shot with one bean bag nonlethal. Immediately taken to the ground and is in custody. All four boys I saw and talk to them. Seem to be okay physically no injuries. Mentally we don't know how this has affected them,” said Kevin Pearlstein with the CHP. #Officers believe Perez was headed to Mexico.
Perez and his children were transported separately Thursday afternoon to Montebello. The fifth child -- who was not involved in the standoff -- was being cared for by his grandparents.

So the real question here is why a self-reported "single father" with an extensive history of domestic violence and assault was allowed access to a child. Wonder just what custodial rights this guy has, and who granted them.

PHOENIX (CBS5) - A 39-year-old Scottsdale man was arrested on suspicion of shoplifting less than $24 in merchandise from a grocery store while using his daughter as a shield, Phoenix police said.
Thomas Williams was arrested Sunday afternoon at a Food City grocery store at 4430 E. McDowell Road by Phoenix police after he was caught by a store loss prevention agent with items totaling $23.88, according to the arresting officer's probable cause statement.
Police said Williams placed his daughter between him and the agent during the confrontation. #
Williams told officers he paid for some ramen noodles, but didn't pay for items he put in a backpack because he was a single father, according to the statement.
He also told police he had previously shoplifted at other stores while his daughter was with him.
Police said Williams has previous convictions for domestic violence, assault, aggravated assault, threats, dangerous drugs, marijuana, theft, more than two convictions for shoplifting and trespassing.
He was booked into the Maricopa County Fourth Avenue Jail on one count of felony shoplifting and one count of felony child abuse.

DETROIT - There was high drama Friday morning on Detroit's west side.
A 1-year-old boy named Kyle is just fine after a scary situation involving his father. #Family members say a 21-year-old man named Napoleon fought with his girlfriend and a cousin Friday morning because his girlfriend stayed out all night. The two women tried to drive away from the home and that's when the man fired a shot at them.
The man then ran back into the home on Grandmont near Joy with his 1-year-old son. Fearing a barricaded gunman situation, the man's grandmother called him to tell him to give up.
"He said, 'Granny, I'm coming,'" said Mary Wells, the man's grandmother.
Instead, the father fled with his son. Police caught up to him right away on Chicago. He had his son and a gun in his pants.
He tried to flee with a 1-year-old child. Units were in the area and were able to place him in custody," said Detroit Police Commander Elvin Barren.
For little Kyle, he was met by hugs and smiles from Detroit police. His family is happy that he is OK.

CEBU (Updated) - A former overseas worker held his wife and two children at gunpoint inside their house in Sitio Sindulan, Barangay Tinaan in the City of Naga, Cebu for nearly 12 hours Saturday.
Veroni Bacon, 48, did not leave his house and refused to heed demands from the police to release his wife Lendela and his two daughters since 6 a.m. Saturday.
He was finally subdued past 5 p.m. after policemen met his demand that a lawyer be sent inside the house.
At 6 a.m. Saturday, residents of Sitio Sindulan woke up to cries for help coming from the Bacon household.
It was only when they approached the house that they saw Bacon, using a .357 revolver, was holding hostage his wife and two children, ages 21 and one year old.
Relatives of the suspect, who refused to be identified, said that before the hostage-taking, Bacon argued with his wife about allegations that she was having an affair.
But another relative believes the man was under the influence of illegal drugs.
Bacon, a registered industrial electrician, used to work in Canada for two decades before he was forced to retire after his doctor found out that he had a heart condition.
Since then, Bacon has been allegedly suffering from depression.
He eventually found work in the City Government of Naga as a plumber.
Devi Bacon, 23, the suspect’s eldest daughter, told reporters that her father has been using drugs since they were very young.
“Nigrabe lang gyud karun sa dihang niuli siya sa Cebu pag 2008 (It worsened after he came home in 2008),” she said.
She revealed that her parents had separated a few months ago, after her father beat up her mother.
At 7 a.m. Saturday, City of Naga Mayor Valdemar Chiong arrived to help the police negotiate with the suspect.
But Chiong’s efforts were in vain as the suspect refused to talk to the negotiators.
The police got a response from Bacon after his relatives were allowed to enter the house to speak with him.
Two Special Weapons and Tactics (SWAT) teams from the City of Naga and the Cebu Provincial Police Office (CPPO) were deployed near the house to help with the negotiations.
PO2 Gilmer Noval of the City of Naga Police said they also gave Bacon and his family some food.
The family pleaded with the police to avoid hurting Bacon during the operation.
Noval said that Supt. Brindo Nacario, the city’s police chief, also helped with the negotiations.
Asked for a lawyer
Bacon had told PO2 Noval that he would be willing to surrender if some of his demands were met, including sending a lawyer that would supervise a written agreement between Bacon and his wife.
After City of Naga legal officer Alfredo Garcia appeared to help the police, Bacon immediately threw his pistol and three bullets outside the house, signaling his willingness to surrender. This was around 5:20 p.m.
The police rushed to the house, but the rescue attempt was not easy because Bacon still had a switchblade that he pointed at his wife. His wife had bruises and a wound in her neck.
Both the wife and the two children were brought to a hospital for observation.
Supt. Nacario congratulated his personnel and the CPPO team for the successful operation, particularly since Naga’s SWAT team was organized only less than a month ago.
The police plan to file charges of violence against women, child abuse, illegal detention and illegal possession of firearms against Bacon. (Sun.Star Cebu)

GOLDEN, Colo. - A Jefferson County man has been found guilty of shooting at police officers during a 2013 domestic violence incident.
A jury found Ralph Kirksten Barnhardt, 45, guilty of all 39 counts filed against him, including 19 counts of attempted murder.
Barnhardt was arrested after a standoff with police and SWAT officers at 12574 W. Grand Avenue, Morrison, in July, 2013.
"We are very pleased with this verdict. The jury took their responsibility very seriously and recognized the courage and skill of these law enforcement officers who risked their lives to protect everyone on West Grand Avenue that day," said District Attorney Pete Weir, "It is a testament to the professionalism of the SWAT team that none of the officers or neighbors were injured."
During a week-long trial testimony revealed that Barnhardt lured his estranged wife and 10-year-old son to the house she formerly shared with the suspect. The two had been separated for two months. The wife did not expect the suspect to be there and left when she found out he was in the house.
Testimony showed Barnhardt followed the two out of the house and punched his wife in the face, head and shoulders repeatedly.
Landscapers who were working nearby told the jury that they heard "blood curdling screams" and ran to assist the woman being assaulted. The child told investigators that he yelled as loud as he could into his father’s ear, in an attempt to deafen him and make him stop beating his mother.
When deputies arrived, they went to the front door and could see Barnhardt holding a run in each hand. He was asked to put down the guns but refused.

He repeatedly pointed the guns at the members of the SWAT team, as witnessed by a neighbor and officers.
Barnhardt fired eleven shots directly at officers. One round struck the middle of the windshield of the armored vehicle. Two of Barnhardt’s bullets struck houses across the street.
Law enforcement officers returned fire, striking Barnhardt. He was transported to the hospital where he was treated for his injuries.
The guilty verdict was delivered Tuesday.
Sentencing has been set for June 5 at 1 p.m.

GOLDEN, Colo. - A Jefferson County man has been found guilty of shooting at police officers during a 2013 domestic violence incident.
A jury found Ralph Kirksten Barnhardt, 45, guilty of all 39 counts filed against him, including 19 counts of attempted murder.
Barnhardt was arrested after a standoff with police and SWAT officers at 12574 W. Grand Avenue, Morrison, in July, 2013.
"We are very pleased with this verdict. The jury took their responsibility very seriously and recognized the courage and skill of these law enforcement officers who risked their lives to protect everyone on West Grand Avenue that day," said District Attorney Pete Weir, "It is a testament to the professionalism of the SWAT team that none of the officers or neighbors were injured."
During a week-long trial testimony revealed that Barnhardt lured his estranged wife and 10-year-old son to the house she formerly shared with the suspect. The two had been separated for two months. The wife did not expect the suspect to be there and left when she found out he was in the house.
Testimony showed Barnhardt followed the two out of the house and punched his wife in the face, head and shoulders repeatedly.
Landscapers who were working nearby told the jury that they heard "blood curdling screams" and ran to assist the woman being assaulted. The child told investigators that he yelled as loud as he could into his father’s ear, in an attempt to deafen him and make him stop beating his mother.
When deputies arrived, they went to the front door and could see Barnhardt holding a run in each hand. He was asked to put down the guns but refused.

A four-hour standoff between an Akron father and police ended peacefully just before midnight Wednesday, officers said.
Vincente Castellano Jr., 39, of North Firestone Boulevard, was arrested on charges of domestic violence, aggravated menacing and using a weapon while intoxicated.
Police were first called to the home in the 300 block of North Firestone Boulevard at about 8 p.m. when a woman contended Castellano was intoxicated and had fired a gun into the bedroom floor during an argument.
The woman talked to officers outside of the house and said four children, ages 10, 15, 16 and 18, were still inside the house with Castellano.
SWAT officers surrounded the house and during the next four hours communicated with the teens using a cell phone and their Facebook accounts. The children eventually walked outside and Castellano subsequently surrendered at the urging of police negotiators, police said.

Dad kills 3-year-old daughter in murder-suicide after "voluntary visitation" arranged (The Netherlands)
We've posted on this case before, but I'm still having trouble following the sequence of events.
So we have an UNNAMED DAD with a history of violent threats (and probably violent actions), and yet it's okay to arrange a "voluntary visitation" with his 3-year-old girl, in order to placate him? After which his "aggression subsided"? The little girl is just a tool to calm a crazy freak? Her best interests don't matter?
Apparently no to all the above. Nobody gave a crap about this little girl's interests, as she has now been shot dead by her crazy @$$ father. And offering her up as a sacrifice to "calm" the same crazy @$$ dad didn't work so well either, did it? And then there's all the bullsh** Daddy Drama police standoff/hostage drama thing, with the injured mother. This guy should have had his butt locked up long ago.
Funny how in general it is recognized that negotiating with terrorists is pretty much a waste of time at best, and encourages them at worst. But when the terrorist is called Daddy, suddenly everybody needs to cater to his whims and give him what he wants RIGHT NOW before he really has a temper tantrum. So everybody caves in, and STILL little children are killed.
Stop negotiating with violent fathers or granting them access.

The father who killed his 3-year-old daughter last week in Reuver, committed suicide an hour and a half later, determined the forensic doctor, based on the difference in body temperature.
The 44-year-old man shot his ex-partner in her leg Thursday morning and held his daughter hostage for hours in the home of his former in-laws. Around 12.30 police negotiators established contact with the man for the last time. At that time it seemed the father wanted to talk and considered surrendering.
A period of two hours followed in which there was no contact. Officers stormed the house and found the father and his daughter dead on a bed.
It was determined that the two loud sounds that were heard in those two hours, were definitely not shots fired, reported the Public Prosecution. Possibly it was the sound of furniture being pushed to barricade the door.
Shortly after the incident it was already clear the family had been in the scope of emergency services. The Public Prosecutor now writes the man had threatened to hurt his ex-mother in law is she wouldn’t tell him where her daughter stayed. He also threatened the ex-girlfriend.
Voluntary visitation was arranged for the father and his daughter, after which the aggression subsided, according to the prosecution.
