Not one word of explanation here as to how and why this violent father got custody, and who gave it to him. Nor is there any exploration as to why the protective mother and other parties were repeatedly ignored. Except to blame "divisions between different departments and agencies in the system." Which in reality, is only part of the problem.

Agencies' poor coordination contributed to child’s death
A report on the case of an 8-year-old girl who was killed a year ago by her father and stepmother saw her fall through the cracks of Finland’s child protection system.
The Ministry of Justice report published Tuesday has revealed serious gaps between the various officials responsible for child welfare in the shocking case of an 8-year-old girl, whose father and stepmother were convicted of killing her.
According to the investigative report, 8-year-old Erika was left totally alone in the midst of repeated abuse and in spite of numerous complaints and concerns that were filed to child protection authorities by her mother, neighbours and school officials.
Unfortunately, because of the lack of coordination between the agencies responsible for child welfare, no one had a complete picture of how dire the girl's situation was. She died a year ago.
Susanna Huovinen, Minister of Health and Social Services, says that this tragic incident proves that it's time to eliminate the divisions between different departments and agencies in the system.
The Minister of Justice, Anna-Maja Henriksson said that it's clear that this child was not listened to.
Each year, ten children die and 300 are injured because of domestic violence. In the last ten years, Finland's mothers and fathers have either killed or permanently maimed 3,000 children.

Baltimore City Police are charging a 21-year-old man with the beating death of his infant son.

FAIRBORN, Ohio (WDTN) - A baby was scalped during an apparent domestic incident in Fairborn last week.
Police were called to 2321 Duncan Street June 5 on the report of a fight between man and a woman.
When they arrive they found an injured woman, Shunta Darlene Weatherspoon, in the apartment sitting on a couch holding an infant in a blanket.
Officers said that while talking to Weatherspoon, she pulled the blanket back from the child and they saw that the little boy was missing a portion of his scalp.

Spanish Fork police Monday were investigating a suspected murder-suicide involving a man and his young son.
Police Lt. Matthew R. Johnson said the bodies of Bryson Drew, 21, and his 2-year-old son, Chanse Drew, were found by officers responding to a 911 call from a family member at the Drew home, 826 S. Fox Hill Drive (580 East), just before 9 p.m. Sunday.
"Inside of the residence officers located a deceased 2-year-old male child. The child was located in a bedroom on the main floor of the residence. Blunt force trauma was present on the child," Johnson said. "A deceased 21 year old male individual was located in the basement of the residence. The individual had suffered a single gunshot wound to the head."
The bodies were turned over to the Utah State Medical Examiner’s Office for autopsies to determine the official cause of the deaths.
Johnson said a suicide note had been found, but it was brief, primarily dividing up the male adult’s property among family members.
The bodies were discovered by Drew’s sister, who also lived at the home, when she came home Sunday evening.
"There are a lot of questions left unanswered. We may never know why he may have done this," Johnson said.
Bryson Drew does not appear to have a criminal record; his last court case involving a child support lien case was closed, once payments were satisfied, as of April 10.
Drew shared custody with the boy’s mother, police said.
"He was a nice guy, super sweet. This is totally out of his character," said Natalie Snow, human resources director for Cascade Collision Repair in Provo, where Bryson Drew worked from Jan. 18, 2011 to Aug. 15, 2012. He was always willing to do whatever was asked of him and had a good sense of humor. Like the man’s neighbors, Snow was shocked when she heard about what happened.

DUBAI // The father who tortured and killed his eight-year-old daughter, Wadeema, had his death sentence reduced to life in prison by the Appeals Court yesterday.
The court’s judging panel, headed by Eisa Al Sherif, failed to reach a consensus on whether to uphold the death penalty handed down by the Criminal Court and was therefore obliged to reduce it to a custodial term.
The court upheld the life term given to the man’s girlfriend by the lower court.
All death sentences handed down by the Criminal Court must be scrutinised by the Appeals Court and the Cassation Court before going to the Ruler for final approval.
As the father’s sentence has been commuted to life in prison, the case will only be heard by the Cassation Court if either the prosecution or one of the defendants demands a further appeal.
There is a 30-day window for making such a demand. Yesterday, the prosecution said it was still deciding. “This case shocked Emirati society,” noted the family and juvenile prosecutor, Shihab Ahmed.
Neither the father, H S, 29, nor his girlfriend A M, 27, both Emiratis, were present in court yesterday.
The lawyer, Hamdi Al Sheewi, who was appointed by the Appeals Court to defend the father, said his role ended when the court issued its verdict and that he had not been informed of whether the father would choose to appeal the verdict.
He suggested the father could seek a more lenient punishment by arguing that the Appeals Court verdict contradicted law number 344 from the UAE Penal Code.
Under the article, those convicted of confining a person against their will and causing their death through such confinement can be sentenced to death or life imprisonment.
But Mr Al Sheewi said the father could claim this should not apply to his case.
“This article is only applicable if the person is also cut off from their means for living – ie water and food. This did not happen in this case, as the girl had access to water in the bathroom,” said Mr Al Sheewi.
Wadeema’s father was drunk and high on Tramadol on the night of her death. After beating the girl severely for an hour he locked her in the bathroom, returning the next day to find her dead.
The beating was one of many suffered by the girl. The father and his girlfriend had regularly tortured Wadeema and her sister Mira, 7, by burning them with irons and cigarettes, pouring boiling water over them and beating them with metal bars. The girls were also whipped with electrical cords.
Wadeema died and was buried in the desert, but Mira survived.
The two girls had been living with their father and his girlfriend in a studio apartment in International City following the divorce of their parents in 2006 after a four-year marriage.
The flat was described by police as unfit for human habitation.
At one point in the trial the girlfriend confessed to all charges and claimed full responsibility. She said the father had done nothing to the girls and even requested that she be given a sentence of death.
While in jail the girlfriend gave birth to a baby boy.
Shortly before the Criminal Court issued its verdict the father withdrew his confession and said that he made it only to protect his newborn child.
“I confessed to all the charges because I didn’t want my girlfriend to be in prison and my son to be brought up there. I wanted to sacrifice myself for my son to be raised outside prison. I love my children,” he said.
The story of the two young girls hastened child-protection legislation that was named subsequently as Wadeema’s Law.
The legislation, which is in its final stages, will give new child-protection specialists the power to remove children from their homes if they are believed to be in imminent danger.
It also stipulates that adults approached by an abused child will have a duty to alert authorities or face fines of Dh5,000 to Dh50,000.

Teen daughter gathers own forensic evidence of rapist dad (Smaland, Sweden)
Even in a relatively liberal country like Sweden, girls know that the Word of the Father carries more weight than the testimony of a child. It is horrifying that this daughter had the burden of collecting her own evidence of rape.

A court of appeals this week upheld the six-year jail sentence for the man from Småland who raped his daughter for a period of two years, according to a report in the Metro newspaper.
The teenager finally decided to tell her friends last winter that her father was forcing her to have sex with him. The friends responded by telling her that she had to tell her mother, and then report her father to social services.
Yet the 14-year-old was convinced that no one would believe her. Metro reported on Friday that she thus decided she had to collect the evidence herself.
She hid cotton buds in her bed and waited for her father to force himself upon her again. After the rape, when the father left the room to get paper to clean her off, she used the swaps to save the evidence. She also used the cotton bud on the inside of her mouth to trace her father's saliva.
Once the case reached court, the father denied all allegations against him and said his daughter was lying.
Metro reported that the prosecution was successful due to the forensic evidence that the 14-year-old had collected, as otherwise it would have been a word-against-word account playing out in court.
The father was sentenced to six years in jail for aggravated rape of a child and sexual molestation of a child. He was also ordered to pay his daughter 280,000 kronor ($42,600) in damages.
His appeal against the verdict was discarded by an appeals court this week.
