Newark Standoff: Father in custody, baby is safe

UPDATE: 9:30 P.M. — Newark Police confirm the father is in custody, and the baby is safe.
According to police records, the man holding the baby captive was 37-year-old Rudy Soto.
The police report reads, “The patrol officers attempted to talk with the Soto, but he refused to speak to the officers. Officers initially feared the victim of the domestic violence may have also been inside the apartment. Officers were able to contact the victim, and were able to determine she was at work, but her one year old son was inside with the Soto, who is the father of the child. After 12 hours of negotiating with the Soto, he calmly exited the apartment with his baby in a stroller and surrendered to police. Soto has been taken into custody and the baby is safe and unharmed.”
UPDATE 5:00 P.M. — Police are negotiating with a domestic violence suspect who is allegedly holding a baby captive in Newark this evening, a Newark police commander said.
Commander Mike Carroll said the father has been involved in two other domestic violence incidents in the past two weeks, and a warrant is out for his arrest.
Carroll said police are going to be very patient because a baby is involved. Officers have thought they were going to be able to resolve the situation at numerous points today, but it has continued into this evening, Carroll said.
NEWARK (KRON) — Police are on the scene of a standoff situation at an apartment on Sycamore Street in Newark.
It is unknown how many people may be inside, but it’s believed at least one person is refusing to cooperate with police.
The incident began at 11:45 a.m.
Sycamore Street is closed between Thornton Avenue and Mayhews Landing Road.
CHP is assisting.
People are advised to avoid the area.
