Glen Allen father accused of exposing himself to children

HENRICO, VA (WWBT) -
A Henrico officer arrests a West End man and charges him with exposing himself to children.
Henrico Police say it happened at Randye C. Butcher Jr.'s home in the Wyndham neighborhood. NBC12 tried to catch up with him outside the Henrico Juvenile and Domestic Relations courthouse after his first court appearance. He covered his face with a paper as he walked out.
Butcher is now facing two felony charges of indecent liberties with a child under 15 years old. Officers say they had received complaints about Butcher the day before the arrest. They set up an investigation where the officer says, according to the criminal complaint, he actually witnessed Butcher in the act.
The officer writes it happened around 8 a.m. on Friday at Butcher's home on Fremont Drive.
We tried to see if he was home, but no answer. Numerous neighbors told NBC12 they were shocked, but no one wanted to talk about it on camera. Off-camera they did say the time this is around the same time children are going to school! Another neighbor says he saw police handcuff Butcher on Friday.
According to the criminal complaint, the officer says Butcher was standing in the doorway of his home naked. The officer writes that Butcher's genitals were exposed where two children an 11 year old and 14 year old girl could see.
The charge indicates Butcher was exposing himself with sexual intent.
"It's not criminal to accidentally expose yourself out the window or I guess picking up the newspaper," says NBC12 legal analyst Steve Benjamin. "But if you intentionally expose yourself and you do it for a sexual purpose then it becomes criminal and if you're exposing yourself to a child under the age of 15 then it's a felony."
Neighbors say Butcher has children. NBC12 did find his LinkedIn profile. He lists that he works in IT services.
According to court documents, Butcher is not allowed to be around other children between the ages of 11 and 14. It does say he can see his own children.
Benjamin says if found guilty of this charge a person can face up to 10 years in prison and would have to register as sex offender.
Butcher's next court date is set for June.
