Dad faces child endangerment charges over special needs teen (Sacramento, California)

Wonder who phoned the police for a wellness check. Possibly the mother? Can't help but wonder if this is a custody situation since there is no mention of a mother in this home. If so, how and why did speed freak dad BRETT HOLDAWAY end up with responsibility for the care of a disabled child? Especially since it's pretty clear he's incapable of taking care of himself (see photo in original article), much less maintaining a safe and decent home. Who allowed this?

SACRAMENTO, CA - A Sacramento father has been arrested on suspicion of child endangerment and drug possession after his daughter was found in unsanitary conditions Thursday evening, say police.

The 16-year-old girl is a special needs teen. Sgt. Andrew Pettit said officers were doing a welfare check in response to a report the girl was possibly being neglected.

Police were checking on the girl, who was alone in her home on the 2800 block of Camarillo Drive Pettit said when her father, Brett Holdaway, 52, arrived.

Pettit said during the investigation, officers found evidence of amphetamine in the home as well as a dirty environment.
