If dad KAYVON BROWN has a history of domestic violence against the mother, then why did he have any visitation rights at all? When Mom objected to Daddy taking the child, he kicked the child out of her stroller and abducted her in a stolen car. And all this took place at a women's shelter? These places appear to have SH** for security.

EXCLUSIVE: An 18-month-old toddler abducted by her father after he kicked her out of a stroller is safe and in the arms of her mother and Bergen County Police, CLIFFVIEW PILOT has learned. Meanwhile, a manhunt is under way for 19-year-old Kayvon Brown, who was out on bail from a charge last month.
CLIFFVIEW PILOT BRINGS IT TO YOU FIRST: A man wanted for abduction his toddler after kicking her out of her stroller was arrested after he was caught driving a stolen car, authorities told CLIFFVIEW PILOT.
"They're transporting the mom and the child to county police headquarters," a law enforcement source with direct knowledge of the incident told CLIFFVIEW PILOT at 10:30 tonight.
The mother and child were at a Hackensack shelter operated by the county earlier today when 19-year-old Kayvon Brown tried to take the toddler out treat-or-treating, the officer said.
Brown ordinarily visited with his daughter, but this time the mother refused to let her leave with him, he said.
There has been a recent history of domestic violence, including an incident in which the mother, 19, had at least one tooth knocked out, the law enforcement officer told CLIFFVIEW PILOT.
This afternoon, Brown followed her into the building and an argument broke out. Surveillance video from the lobby shows Brown kicking the child's stroller, knocking the toddler to the floor.
He then scoops her up and flees.
"We initially couldn't put an Amber Alert out because he has no vehicle," the law enforcement officer told CLIFFVIEW PILOT. New Jersey State Police issued an alert, anyway, he said.
County police officers canvassed the area "and went to every known relative, telling them they were looking for [Brown] and that the child may be in danger," the officer said.
Late tonight, police got a call from the girl's grandmother, who lives in Jersey City.
"She said he ran in and dropped the baby off," the officer told CLIFFVIEW PILOT.
County police immediately rushed the mother to Jersey City, where the child was checked for injuries. Preliminary reports are that she's OK.
An arrest warrant charging aggravated assault has been issued for Brown, 5-foot-8, 180 pounds, who when last seen was wearing a black skull cap, black sweatshirt, sweatpants and shoes. Bail is $7,500.
